No. It is a common phrase with no single author, used here as a direct call to action rather than a credited quotation.
Will the ink burst look busy in a small room?
Not usually. The burst is confined to the upper half and the rest is mostly black, so it gives a small room energy without clutter, especially against a plain pale wall.
Is a frame included?
